The cooperation meeting “30 Years after the Fall of the Wall: Europe from the “bottom-up” will take place on 8th November 2019 in Berlin, at the initiative of Cities for Europe. The event brings together representatives of European cities and stakeholders of civil society to discuss challenges and tasks of a European-oriented municipal policy.

Various topics related to the potential of culture and cities for the European development will be discussed in parallel working groups. Rarița Zbranca (programme director at Cluj Cultural Centre and member of Culture Next) will be the host for the working group on “Cultural and democratic development strategy for European cities through the instrument of European Capital of Culture”. Active participants at the workshop also include: José Ribau Esteves (Mayor of Aveiro), Ulrich Fuchs (Expert on European Capital of Culture), Anuela Ristani (City of Tirana), Anett Szabó (Berlin Forum), Hugo de Greef (A Soul for Europe).

In our working group we will explore how cities running for the European Capital of Culture (EcoC) title can best make use of this process to enhance local development and support European democratic values. Why are cities interested in becoming European Capitals of Culture? Which are the risks and challenges for an application process? What about the legacy of the bidding process? What about the long implementation process in case of being selected? Outreach and participation of citizens is a key criterion for the application – does ECoC foster democracy in the city society?
