Nikšić is a city in western Montenegro, nestled between mountains and lakes.

Unlike many historic towns shaped by gradual growth, Nikšić developed through a clear urban vision. Its modern layout, broad avenues and public squares reflect openness and accessibility, while the surrounding industrial and natural landscapes have long influenced the city’s cultural expression.

Throughout the 20th century, Nikšić evolved as a place of work, encounter and creation. Industrialisation, modernist architecture and a strong civic culture shaped a city where everyday life and culture are closely intertwined.
Today, Nikšić continues to redefine itself as an open platform for cultural exchange, contemporary creativity and community-driven initiatives.

The concept of the programme, “Open City”, is rooted in the authentic 19th-century radial urban plan of Josip Slade, a Trogir-born architect and one of the key figures of modern urban planning in the region. Slade envisioned the city as an open, expanding organism—structured through radial connections that link the historic core with its surroundings, the wider region, and Europe. Building on this vision, “Open City” reflects a city that opens outward and inward at the same time: to other cities and cultures, and among its own citizens.
The aim is to create a connected and inclusive urban space where diversity is not only accepted but becomes the foundation for cooperation, exchange, and shared urban life.

Nikšić was declared a European Capital of Culture for 2030 in October 2025, recognizing the city’s commitment to openness, creativity, and cultural collaboration.
This milestone highlights Nikšić’s efforts to position itself as a platform for cultural exchange, community-driven initiatives, and innovative urban development across Montenegro and Europe.
